The Veterans Administration (VA) guarantees home loans to lenders. The VA requires a cerified appriasal and a down payment from the borrower only when the sale price exceeds the appraised value. Also, the Va places restrictions om the construction of the home and limits on the amount that you can borrow.

The Va loan can also offer preffered rates
