Why is it that many insurance companies charge a monthly premium but if you claim they raise your premium, why is this, are you not paying for the risk/chance of a problem already?

If the claim is made the insurance company doesn't increase the premium but stops your  "no claim bonus".In fact the no claim bonus is given to a person if one does not claim any amount from the company.
